The secure, powerful and cloud-based processing solutions provided by the Copernicus Data and Information Access Services (DIAS) are being made available to Member States for checks by monitoring, in collaboration with the Commission’s Joint Research Centre. In addition to measures already announced by the Commission, DG DEFIS and DG AGRI provide support to EU Member States in the swift introduction of these remote sensing-based processes. Copernicus Sentinel 1 & 2 data can be used instead of controls on the spot and use the information for payments, thanks to an approach called “Checks by monitoring”. In many member states this process stopped completely or is severely disrupted by social distancing and other Coronavirus-related measures. It is during this time of the year (March-May) that farmers submit their applications for the EU Common Agriculture Policy (CAP) subsidies and later on national authorities carry out administrative and on-the-spot checks in view of paying out farmers towards the end of the year.
